Lock the action open

Locking the action open is the step that shows the firearm cannot fire. When the action is held back, the bolt/slide is in the rearward position, the chamber is exposed, and the firing mechanism cannot be driven into position to ignite a round. This physically prevents firing during maintenance and gives a clear, safe condition to inspect the chamber and feeding path. After locking the action open, you would remove the magazine and visually inspect the chamber to confirm it is empty, but the key safe state comes from having the action locked open.
